A small, senior team that has worked on both sides of the table, independent school leadership and state SEND commissioning.
ISF exists to do one thing well: help independent schools open state-commissioned SEND provision on their existing estate. That work sits between two worlds, the independent sector and the local authority commissioning system, and it takes people who understand both. We keep the team deliberately small and senior, so the person you speak with first is the person who stays with you through to opening.

Noah leads ISF's demand-mapping and financial modelling, translating a school's estate, location, and local SEND need into a clear, evidenced case the board can act on. He works directly with heads, bursars, and governing bodies from first conversation through to operational provision.
